In this work, meaning of the quality is evaluated, and history of quality is discussed. Some of the important quality associations are shortly mentioned. Five evolution versions/periods of quality in modern era are generally explained and compared. General approaches about the quality and philosophy of quality are expressed; meaning and some types of quality in literature are discussed. The new perspective of philosophy is then defined by the author generally, and the eight basic branches of philosophy and hybrid philosophy, along with their relevant theories, are briefly outlined. R-Philosophy, R-Science, R-Social Science, R-Monetary, and R-Quality new disciplines are shortly expressed. General and specific concepts for quality evaluation are shortly given: (a) Person’s Nature, (b) Person’s Relation, (c) Quality and Price, (d) Quality and Values, (e) Quality and Time, (f) Basic Senses, (g) Mind. 17+1 perspectives for quality evaluation are discussed shortly. New perspective for the philosophy of quality is defined by considering two philosophical perspectives. 12 categories of quality are defined. Types of quality are categorized due to the 21 “factors/parameters” that affect “human life”. Quality of person, quality of product, quality of service are expressed with functions. 15 interactive sub-branches of philosophy of quality are defined generally/specifically. Importance of each sub-branch discussed shortly and detailed with tables given. Relation of engineering, standardization and quality concepts are outlined. Following hybrid concepts are explained generally to pay attention to the role of engineering in satisfying/supplying standardization and quality: manufacturing engineering, quality standards, engineering standards, engineering quality, General Standardization and Quality Administration System for a World Country, and related system administration are defined with figures. Quality of a City and Quality of a Country are defined by considering 39 subjects of services and the 39 quality concepts associated with them. Quality of life is defined due to parameters, and Quality-Parameters relation is shown with figure for a Person X.
