Cultural reconstruction is the application of cultural capitalization, and the process of the game between multiple subjects. This paper discusses the demands of various stakeholders and presents the challenges faced by the cultural reconstruction led by the government’s centralized leadership. The conclusion is that the government should vigorously organize multiple forces to participate in cultural reconstruction in order to form a multiple-participation-mechanism under a centralized leadership.
